Russia and India sign labour mobility agreement
The aim is move beyond ad hoc measures to establish a framework to help companies address labour shortages across key sectors. Demand for Indian specialists is highest in construction, manufacturing, infrastructure, IT, engineering, healthcare, and pharmaceuticals, where they are valued for their strong training, large-scale project experience, and readiness to work internationally.
Market stakeholders see the potential to scale up cooperation in construction and industrial production, where Russian companies already work with Indian contractors and personnel. Additional opportunities are emerging for highly skilled professionals, from IT engineers and tech experts to doctors.
Once signed, the labour mobility agreement will require the harmonisation of regulations, procedures, and pilot programmes. Mass recruitment of Indian workers will be phased in line with the development of infrastructure, employer readiness, and the regulatory framework.
Russia and India are laying the groundwork for long-term cooperation in the labour market, contributing in practical terms to the expansion of economic ties between the two countries.
