Incomplete documentation or non-compliance with Russian legislation may result in goods being detained at customs, leading to substantial additional costs.
Certification and permits
Many product categories require additional certifications before customs clearance. Declarations or certificates of conformity to EAEU standards verify that goods meet Russian technical regulations. Certificate of origin documents may be necessary to claim preferential customs duty rates under trade agreements. Sector-specific permits include veterinary certificates for animal products, phytosanitary certificates for plants and plant-based goods, and sanitary—epidemiological conclusions for consumer goods. Russia has extended simplified conformity procedures through 1 September 2026 for certain product categories, allowing manufacturers to use foreign test reports and certificates as supporting evidence. However, this does not apply to all goods: classic cosmetics and some other categories remain excluded.
Understanding EAEU HS codes
The EAEU HS classification code is critical for customs processing. This 10-digit code determines the applicable customs duty rates, VAT obligations, certification requirements, and any non-tariff regulatory measures. The code begins with the internationally standardised six-digit HS code and adds Russia/EAEU-specific extensions.
